Job Summary

Summary:

The Core Laboratory Clinical Manager, Pre/Post Analytics, reports to the MGB Director of Operations for the Clinical Laboratory and works in close collaboration with the Medical Directors. Functionally responsible for both the 24/7 administrative and technical operations of Central Processing and Reference Laboratory Sendouts. Central Processing consists of all laboratory functions prior to and after the testing process, including managing workflow and pre/post-analytical automation, specimen processing, specimen accessioning, reference lab interfaces and reporting and customer service.

Oversees all Pre and Post analytic activity on all shifts, in conjunction with the evening and night shift supervisors and reference laboratory Senior Technologist. Ensures that all activities, processes and policies are carried out in strict compliance with governmental regulations, licensing agency standards, and hospital policies and procedures. Will be responsible for day-to-day general management including staffing, schedules, payroll, performance management, training, education, development of policy and protocol, fiscal control, compliance, and safety.

Responsibilities:
· Directs the administrative, financial and technical activities in Central Processing and Sendouts lab on all shifts. Assigns work to and assures that prescribed procedures are followed by employees.
· Oversees and directs the work of the staff in the reference lab testing and resulting. Responsible for the development and management of a Core Lab customer service center.
· Manages salary and non-salary expenses including expense monitoring, variance analysis, OT analysis; leads and supports expense reduction initiatives.
· Creates and monitors systems/processes to ensure pre-analytic specimen integrity. Monitors workflow and productivity metrics to meet statistical goals. Responds to operational metrics that are out of acceptable limits with a focus on improvement and efficiency.
· Ensures appropriate staffing to support and accomplish departmental goals and objectives; provides for proper orientation, training, competency assessment and in-service education of staff; assigns work and provides for cross training as appropriate; monitors and supervises work to ensure compliance with established procedures, policies and standards; monitors quality and quantity of work performed in the laboratories.
· Responsible for and oversees HR related process such as hiring, corrective action and overseeing timely
and meaningful performance evaluations of employees, either directly or through assigned supervisors.
· Responds to and investigates safety reports, including follow-up. Tracks issues and creates systems to address/correct them.
· Develops, implements, monitors and maintains systems to ensure the confidentiality and integrity of patient record/information.
· Manages workflow and workload to meet lab and department service goals. Defines service level goals and responds to specific customer service issues. In consultation with the Director of Operations and/or Medical and/or Lab Director, periodically reviews and revises workflows in order to improve quality and productivity, and to comply with current regulatory standards. Recommend new processes and procedures to leadership.
· Responsible for developing, reviewing and updating standard operating procedures on an annual basis.
· Ensures that all records and reports required of the laboratories are prepared and utilized in accordance with established policy; compiles and analyzes statistics relating to laboratory operations for use in completing required reports and for purposes of planning and evaluation. Develops, implements, and monitors quality assurance programs in Central Processing.
· Coordinates the orientation of new employees and participates in training for new systems and technology and ensures compliance with hospital and department requirements and competency with job requirements. Facilitates ongoing development of staff, assuring staff participation and competency.
· May function as a Safety Officer.
· Builds and maintains ongoing working relationships with lab staff, clinical and physician staff to facilitate positive staff morale and optimal productivity and efficiency.
· Participates in strategic process and systems improvement initiatives that support departmental goals targeting patient satisfaction, employee satisfaction, quality and safety, expense and revenue management, and regulatory compliance.
· Works in collaboration with other Pathology Leadership members, Clinical Managers, supervisors, and other staff to facilitate teamwork, and improve overall operations.
· to Works with Pathology IT department to assist with on-going review and management of the lab information system (LIS) and hospital information system (HIS) matters, making certain current procedures are maintained appropriately and necessary changes are implemented.
· Performs all other duties, assignments and responsibilities as requested.


 

Qualifications

Education
Bachelor's Degree Laboratory Sciences required

Licenses and Credentials
ASCP Certified Medical Technologist [MLT, MT, MLA, Histologists] - Generic - HR Only required
 

Required:

  • 5 or more years general laboratory work experience
  • Minimum of 3 years in a supervisory/management role in a clinical laboratory operation.


Knowledge, Skills and Abilities
- Detailed knowledge of all regulatory requirements including FACT, Joint Commission and CLIA.
- Expert knowledge of laboratory health and safety protocols.
- Effective written and verbal communication skills.
- Strong knowledge of personnel and employment practices.
- Ability to effectively manage staffing levels and workloads.
- Ability to effectively interview and train new employees.
