Workplace Safety Manager - Longwood

Job Description

This position co-manages the Longwood EHS office and is responsible for the leadership and management of the Longwood EHS occupational, building, facilities and construction safety programs.  In this role, this person interacts regularly with executive and senior level academic and operational managers from all schools and units but specifically, Harvard Medical School (HMS), School of Dental Medicine (SDM) and Harvard School of Public Health (HSPH). This person participates in the strategic and operational leadership of the University-wide safety programs, as well as, the implementation of dedicated EHS services for the Longwood campus schools, units, and University partners. This person develops University-wide policies, standards and technical resources to ensure for the compliance and safe work practices in University research, facilities and construction operations. Works closely with senior management, academic and operational personnel to communicate regulatory and university standards, develop program systems and content and provides performance and risk-related metrics to inform senior management priority setting and decision-making.  Directly manages staff in the technical and operational delivery of EHS Designated Safety Officer (DSO) and Construction & Renovation (CR) service models. Works closely with campus senior academic and operational managers to develop and implement local EH&S programs and ensure program effectiveness and compliance. Develops and manages annual expense and cost recovery budgets for safety programs and services. Participates on the EHS senior management team in direction, financial planning and goal setting for Department-wide initiatives.

Job-Specific Responsibilities

  • Acts as the senior occupational/facilities/construction safety manager on the Longwood campus and provides safety services primarily to Harvard schools/units in the Longwood geographical area.  Supports safety services anywhere in the University as a senior manager of the schools DSO and CR team.
  • Oversees the development and delivery of the DSO/CR service model for Longwood campus.  Services include development and maintenance of Safety/Compliance Management Plans, EHS (school/unit) operations calendars, training programs, inspections, compliance reporting, technical evaluations, management systems development & similar functions. Ensuring the regular submission of top-quality EHS Service Update reports, seasonal communications and metric reports to track program success.
  • Leads Longwood senior academic and operational management in the development and implementation of University-wide occupational safety programs, policies/procedures and documentation to ensure compliance with Federal, State and local regulations. 
  • Responsible for the development of customer relationships and deeper understanding of the EH&S needs for Longwood-based Harvard units.  Develops and maintains high trust working relationships with key clients in Longwood area.
  • Participates on the EHS senior management team in direction, financial planning and goal setting for Department-wide initiatives. Evaluates, recommends & implements University-wide policies & procedures to assure awareness of, & implementation with EH&S requirements. Conducts strategic regulatory analysis to identify risks and risk mitigation strategies.
  • Provides leadership to management, technical and operational staff in the Longwood EHS office. Supervise direct reports - including mentoring, development planning, performance management (reviews, planning, etc.), salary action planning, setting short-term and long-term standards and goals, and leadership to ensure the integrity and success of the team.
  • Works with Associate Director of Workplace Safety to ensure the overall financial integrity of the Longwood safety function, including fee for service model as well as core funding and group budget/expenses. Responsible for development and maintenance of related and other business plans, analyses, reports, and studies as required/assigned.
  • Ensures that management, communications and quality control systems are implemented to monitor, assess, & guide the actions of EHS divisional staff, operations staff & clients including ESCOs, building & project managers, lab and operations personnel, contractors & others.
  • Implements periodic program-wide audits to evaluate overall safety program performance across the University.  Responsible for identification of occupational and construction safety hazards and hazard mitigation strategies associated with regulatory compliance and accepted consensus standards.  Identifies appropriate strategies and best management practices for safety program implementation.
  • Ensure DSO and CR staff are equipped with tools and knowledge necessary to provide best in class service to the University. Works with EHS management to enhance the cross-functional skills of EHS technical and professional staff.  In concert with other EHS managers, conducts internal training seminars and establishes safety-related skill sets for EHS staff.
  • Ensures and tracks DSO/CR’s adherence to the protocols of the University, EHS Department and divisional Hybrid/Flex workplan.
  • Assists in the development, review or delivery of various safety and life safety inspections and drills, as required.
  • Ensures accidents and near miss incidents are properly investigated and analyzed. May lead after action review with supervisors, directors and affected personnel to identify root causes.  Tracks, monitors and drives adjustments in procedures, job responsibilities or trainings to prevent re-occurrence.  Analyzes accident/injury trends to mitigate potential future problems – provides recommendations for corrective action.
  • Works with EHS Training Manager to implement all aspects of safety training programs, including coordination of content development, periodic review and enhancement and/or development of programs, records management and related tasks.  Assists with training delivery, as required.   
  • Provides periodic reports and metrics to facilitate analysis of safety program status.  Provides briefings to key clients and constituencies within the University, including conclusions and recommendations for program implementation.  May provide periodic reports to client executives and ESCOs.
  • Manages University wide Construction Renovation programs, such as, Drug Testing Program, Contractor Safety Assessment , Design Review, EHS/Project Lifecyle, etc. 
  • Oversees and maintains the content of the divisions section of the EHS website.
  • Acts as subject matter expert representing EHS at the Center for Workplace Development’s Universal Managers Training, leads expert panel discussions on EH&S topics.

Working Conditions:

  • Participate in EH&S Emergency Response Team on rotating basis Will be required to carry a mobile phone and respond to emergencies during non-business hours with other EHS staff
  • Periodic participation on-site during off hours, holidays, and weekends may be required to support projects

Physical Requirements:

Must be capable of wearing University-supplied negative pressure respiratory protection equipment or equivalent.  Must be capable of working in confined spaces, on ladders and demonstrating the use of safety equipment weighing up to 50 pounds.

 

Qualifications

Basic Qualifications:

  • BS or B.A. in occupational safety, safety engineering or a related science.
  • Minimum of 8 years of practical safety program management and/or consulting related experience. 

Additional Qualifications and Skills:

  • Advanced degree (MS, MA, MBA, Ph.D) in a related field preferred.
  • Professional certification preferred, including one or more of the following: CSP, CIH, PE, CHMM or equivalent.  
  • Expert knowledge of Federal, State and Local occupational safety and related regulations and standards.
  • Ability to work independently in a fast-paced operations environment handling multiple assignments for independent operating units. Ability to perform in a fast-paced, highly diverse, multi-disciplinary team environment
  • Proven record of excellence in customer service and demonstrated experience delivering effective field and classroom training. 
  • Strong experience in the development, implementation, oversight & monitoring of multimedia environmental health & safety compliance programs within a large organization is required. 
  • Skilled in the development and delivery of EH&S training programs to a variety of audiences (managers and trades personnel).
  • Must possess strong communication skills (verbal and written) to effectively communicate EH&S matters of compliance and risk with senior management, front line supervisors, trades personnel and others.
  • Required to have the qualities to be able to interact effectively in a highly political academic environment, and the ability to communicate effectively and articulately in both spoken and written communication with a diverse audience (both internal and external to the University). 
  • Needs to have high energy, be creative, be flexible in thought and style, have a high tolerance for change, ambiguity and differences of opinion. 
  • Must be self-motivated and enthusiastic, be able to think and work well independently, be a team player, have sound judgment skills, and be able to delegate effectively.   

Technology Skills Required

  • Must be proficient in the use of technology and computers including Microsoft Access, Excel, Word, and PowerPoint.  Must be proficient in database management.   

Special Requirements

  • Participates in EHS Emergency Response program and on call 24/7 on a rotating basis. While on call, responds to emergencies during non-business hours.  

Certificates and Licenses:

  • Professional certification (e.g., CSP, CHMM, CIH, PE, etc.) is preferred

This position has been determined by school or unit leaders that some of the duties and responsibilities can be effectively performed at a non-Harvard location. The work schedule and location will be set by the department at its discretion and based upon operational needs. When not working at a Harvard or Harvard-designated location, employees in hybrid positions must work in a Harvard registered state in compliance with the University’s Policy on Employment Outside of Massachusetts.
