Job Description

The VP, Legal and Regulatory Compliance is accountable for the compliance risk management program that assesses, prioritizes, and manages legal and regulatory compliance risks throughout the enterprise.

This leader will be responsible for overseeing the implementation of the compliance plans at the business unit level as well as conducting assessments to determine the extent of compliance with the plans. They will also provide oversight of the coordination and partnering with necessary support functions within Fannie Mae on specific topics, such as training and IT/systems, to increase the effectiveness of compliance activities. Lastly, this role will interact with regulators or other external stakeholders in planning activities or changes to business processes that are subject to regulation.

Key Responsibilities:

  • Design the strategies and key initiatives to guide and lead the compliance team to oversee, coordinate and partner with the business units on the development, interpretation and implementation of the compliance plans and identify areas for improvement.

  • Provide subject matter expertise and guidance on compliance issues to compliance resources within the business units when needed.

  • Oversee the coordination activities and develop policies (where applicable) for specific specialist functions based on strategic initiatives.

  • Oversee execution of the periodic compliance assessment program in conjunction with other assessment programs within the organization.

  • Decide on revisions and changes to the compliance plans for individual business units as necessary.

  • Provide leadership in communicating the compliance framework standards and policies to the organization (e.g.: through development of an effective training program).

  • Keep abreast of changes to the regulatory legal environment; assess implications and revise strategies for Fannie Mae's businesses in conjunction with the Legal department.

  • Build relationships and partner with business units and executives to increase compliance effectiveness and ensure adequate leveraging of resources.

  • Manage, develop, motivate and communicate with direct reports and compliance staff.

Candidate Qualifications

  • 12+ years of progressive experience in legal, regulatory compliance, or risk management, including 8+ years of leadership experience within a large, complex, and highly regulated organization (preferably in the financial services or housing finance space).

  • Strong expertise in U.S. financial regulations (e.g., FHFA, CFPB, SEC, banking regulations) and demonstrated ability to interpret and operationalize evolving regulatory requirements.

  • Proven track record designing, implementing, and overseeing enterprise-wide compliance risk management frameworks, including assessments, monitoring, and reporting.

  • Demonstrated ability to develop and execute long-term compliance strategies aligned with organizational goals, while driving measurable improvements across business units.

  • Experience interacting with regulators and external stakeholders, including managing examinations, responding to findings, and influencing regulatory outcomes.

  • Ability to partner with Legal, Risk, IT, Audit, and business leaders to integrate compliance into business processes and systems effectively.

  • Experience developing, implementing, and maintaining compliance policies, standards, and governance structures across multiple business units.

  • Expertise in conducting compliance risk assessments, identifying gaps, and driving remediation efforts with a data-driven and risk-based approach.

  • Proven ability to lead, develop, and inspire high-performing teams, including building organizational capability in compliance functions.

  • Exceptional executive-level communication skills, with the ability to translate complex regulatory requirements into actionable guidance and influence senior stakeholders.

The hiring range for this role is set forth below.
